This led of course to unpredictability, the bane of all major corporations. If regulations only supported monopolies, then corporations wouldn't violate any. Sadly, Kolko's scholarship has been used and abused by conservatives and libertarians. But the main argument is worth the slog. I love Kolko's writing sytle. At least not in the USA. Likewise, Android and IOS decimated Windows Mobile in the marketplace. Kolko is able to find a lot of proof that the progressive legislation was supported by various business interests.A key book for understanding the progressive era and American history in general.

In another work, _Railroads and Regulation: 1877 - 1916_ (1965), Kolko focuses on the situation with the railroad monopolies so that is left out of this work. And as a follow-up, I recommend Dominick Armentano's wonderful Anti-Trust and Monopoly - Anatomy of a Policy Failure, which (a) refutes contemporary anti-trust theory, (b) gives case study after case study of famous anti-trust cases in which the actual conditions and trends of the market at the times of the rulings were either misunderstood or not inquired into, to the detriment (and injustice) of all. Kolko's claims challenge the conventional wisdom which see business leaders as promoters of laissez-faire economics, by arguing instead that business leaders sought to regulate business so as to concentrate their power and avoid competition.
